<Abstract>

With the development of mobile networks such as 5G, traffic for Voice over Internet Protocol (VoIP) and video streaming is increasing year by year. These services are sensitive to packet loss and latency, and require the provision of adequate and detailed resources to meet the quality of experience (QoE) demanded by users. Network monitoring is indispensable for this purpose. In future networks, it is desirable to have on-demand, pay-as-you-go billing for services. In this research, we propose a system that provides QoE for VoIP flows using SDN (Software Defined Networking). We also realize a pay-as-you-go system by using IOTA, a cryptocurrency, for transactions
